Building a country conditions binder an adjudicator can actually use

Asylum and withholding packets are the largest documentary assemblies in immigration practice. A complete country conditions binder routinely runs three to five hundred pages: State Department reports, NGO reporting, news coverage with translations, expert declarations.

Filed as an undifferentiated block, that volume works against the applicant. The adjudicator cannot be expected to read four hundred pages looking for the passage that corroborates paragraph 14 of the declaration, and if they cannot find it, the declaration stands uncorroborated.

The instrument that solves this is a paragraph-level concordance: a table mapping each factual assertion in the declaration to the exhibit and page range that supports it. Building it forces a useful discipline. Assertions with no corroborating source become visible while there is still time to find one, and sources that corroborate nothing can be cut, which shortens the binder.

• Excerpt and tab the relevant passages; file the full report behind them.
• Highlight or bracket the specific corroborating language.
• Give every foreign-language item a translator competence certificate.
• State the source date and provenance in the index row, not only in the document.

Country conditions evidence ages. A binder assembled eighteen months before a hearing may cite a report that has been superseded, and opposing counsel will note it. Track the publication date of every source in the index and re-check the set before any hearing.

This is straightforward when the index is generated from structured metadata and painful when it is a hand-typed Word table — another instance where the mechanical layer determines whether good practice is sustainable.
